NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Role Purpose
- Team lead for day-to day Estimating activities performed by the estimating team
- Development of Estimates in support of Company decision making
- Managing the development of cost estimating systems and cost database information
Key Responsibilities
- Preparation of company estimates for Capital and Operational expenditure
- Reporting on progress and performance by the cost estimating teams
- Review cost estimates prepared by others including the PMC, cost consultants and internal Departments.
- Ensure NEOM Cost Estimating Procedures including are being followed
- Provide input into cost forecasts where required
- Assist in the audit of cost consultant activities with respect to estimating performance and service levels
- Manage and perform the development of OOM Capital Cost estimates
- Manage the capture and storage of estimate relevant contracts, bids and other information to populate the cost database in support of estimating
Knowledge, Skills and Experience
- 12+ years proven experience in Cost Estimation or a related area;
- 10+ years cost estimating experience.
- Preferable five (5) years cost management experience in the GCC.
- Proven track record of experience as a Senior Estimator or similar role
- Hands on experience undertaking estimating tasks
- Hands on experience with managing PMC services
- Hands on experience with estimating software and cost database systems
- Knowledge gained from estimating experience in relevant industry sectors
- Report writing and presentation of estimates
- Excellent communication skills with multiple levels of Management
- Proactive approach to problem solving in preparation of estimates.
- Team player with ability to lead
- English proficiency, written and spoken
- Bachelor's Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields;
- Chartered Membership in professional associations e.g. AACE, RICS or similar (advantage).
