Job Summary:

Act as the General Contractor’s representative to the Owner to execute all aspects of the Owner’s Diversity Contracting and Local Hire Workforce Program for the project (the “Diversity Program”). Responsible for tracking, auditing and verifying compliance with the Owner’s Diversity Program, including documentation and reporting of subcontractor participation and performance, to ensure that good faith efforts are made to meet the Community and Business Outreach Program goals.

Specific Duties:

A. Project Participation Plan:

1. Conduct outreach to Minority Owned and Disadvantaged Business Enterprise contractors and subcontractors (the “M/DBE” or “Disadvantaged Firms”) by participating in workshops, seminars, vendor fairs and other activities designed to solicit the participation of such disadvantaged contractors and subcontractors. Fully document good faith efforts to solicit qualified disadvantaged contractors and subcontractors sufficient to meet the project’s overall Diversity Program Utilization Goals.

2. Conduct accurate and thorough vetting of the Disadvantaged Firms, including both prime contractors (“1 st tier”) and subcontractors (‘2 nd tier). Such vetting efforts shall include:

1. Coordination with the General Contractor’s Procurement and Community Relations departments, where required;

2. Confirmation through a database check that the certifications for all Disadvantaged Firms are current and from the appropriate certifying agencies; and

3. Engage and/or assist in the General Contractors rigorous vetting process for Disadvantaged Firms, including initial “field audits” to reasonably establish that the Disadvantaged Firms are capable of performing a commercially useful function.

4. Compile contract award bid and related documents for submittal to Owner.

B. Assist with administration of Local Hire programs

1. Engage with various community resources to coordinate local hiring opportunities.

2. Coordinate with Project Labor Agreement and Union representatives to assure hiring plan requirements are being met.

3. Coordinate with project team to find creative strategies to engage the local workforce.

C. Ongoing Monitoring of the Participation Plan, Its Participants, and the Overall Project Utilization Goals:

1. Conduct reasonable “field audits” at the project site once work has commenced to confirm that the 1 st tier and 2 nd tier Disadvantaged Firms identified on both the overall project Participation Plan as well as on the participation plans of the prime contractors, are actually performing a commercially useful function in the field. Such audits will include interaction with the General Contractor’s project superintendents and interaction with the laborers, foremen and superintendents of the Disadvantaged Firms to confirm that the work is actually being performed by and under the supervision of the Disadvantaged Firm.

2. Where attainment towards the overall Diversity Program Utilization Goal is reduced, troubleshoot how best to replace the lost attainment by the addition of Disadvantaged Firms or other scopes of work, and document the good faith efforts made to do so.

D. Preparing and Analyzing Data to Produce Monthly Reports Called for Under the Project’s Diversity Program:

1. Collect relevant data relating to Disadvantaged Firm contractors and subcontractors, including hours worked and ethnicity and gender of workers; analyze the data; and generate a Monthly Employment Utilization Report (MEUR) to be submitted to the Owner.

2. Collect and log all monthly compliance reports and confirm that the data is complete. Match the report to the prior submission to ascertain the utilization of M/WBE’s and the status of their progress payments.

3. Prepare the Executive Summary of the MEUR which details the overall hours worked by subcontractor in a given trade.

4. Research and reconcile issues when a subcontractor is not responsive and fails to submit the requested documentation such as a Certified Payroll Report or Utilization Report.

5. Attend weekly Project meeting(s) to stay abreast of current Project issues.

6. Receive, log, copy, and transmit compliance reports denoting progress payments to M/WBEs.

E. Community Relations Outreach and Programming

1. Assist Owner’s team in project-specific community relations programming and requirements.

2.Actively participate in general community relations outreach efforts and programs on behalf of AECOM Hunt. This includes attendance at and staffing of outreach events.

Minimum Requirements:

+ BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications:

+ Prior experience with diversity program reporting, certifications and classifications.

+ The ability to interact with contractor/subcontractor firms to monitor participation and validate reporting statistics and contract requirements.

+ Strong MS Office skills

+ Excellent communication and interpersonal skills

+ Familiarity with construction/contracting typically gained from a minimum of 5 years related construction support functions.

+ Experience with LAWA and/or similar Los Angeles area diversity programs preferred.

Previous outreach experience in the Los Angeles market and community
